An Overview of look Land Administration and Management in BangladeshLand record system in Bangladesh f orms an integral part of land administration, encompassing preparation of Record-of-Rights (ROR) through surveying and mapping of land plots, registration of transactions during transfer of land and modify ownership records. At accede, two different Ministries namely Ministry of Land (MoL) Ministry of Law, Justice and Parliamentary Affairs (MLJPA) practice land administration and management in Bangladesh.board of directors of Land Record and Survey (DLRS) under the MoL prepares ROR and updating of ROR ( mutant) is done by upazila land military position which is under the jurisdiction of MoL. The DLRS conducts survey s and settlement operations through Zonal resoluteness offices and Upazila Settlement offices. A survey team consisting of two Surveyors and one Chainman conduct the survey operation.The steps of hearing objections and appeal are done by Sub-Assistant Settlement policeman (SASO) and Assistant Settlement Officer (ASO) respectively (Aziz, 2003). Survey operation consists of the following phases traverse survey, Kistwar (Plot to Plot) survey, preliminary record writing (Khanapuri), demarcation of boundary, local explanation (Bujharat), attestation (Tasdik), draft publication, disposal of objection, appeals, terminal Junk (checking), printing and publication of Khatian (Ahmed, 1994).Furthermore, revisional settlement for upgrading land record is undertakenby the settlement offices. Land records that have been prepared through revisional settlement operation are reliable (Siddiqui, 1997).Land registration is a deed of maintenance of a public register, which is a record of an isolated t ransactions. Sub-Register (SR) registers transfer of any parcel of land through a deed with stamp on the property value as Immovable Property Transfer Tax (IPTT). When any deed is registered in Registration office, Land Transfer (LT) notice is to be sent to the Office of Assistant Commissioners (AC, Land) Office (Aziz, 2003). Mutation is the process of revising and updating the ROR on transfer of land ownership and on subdivision and amalgamation of landholdings. The AC (Land) working under Deputy Commissioner (DC) updates or revises partially these land records through mutation process. There are two ways of mutation (Siddiqui, 1997)i) Mutation according to LT andii) Mutation in response to application to the Upazila Land office.After the finalization of land records in survey operation the DLRS sends khatians, mauza maps to the DC office that preserves them in the District Record Room. At present, a Record Room is also maintain in the AC (Land) Office and Union Land Office. These Land Records provide the base to conduct further survey and preparation of master plan, structure plan, theme development plan, valuation of property tax, etc. Furthermore, these records are used as the base for functioning of public and private development and by the companies providing utility services.Problems of Present Land Administration and Management in Bangladesh Lack of coordination Land record preparation, upgrading of ROR and land transfer registration are the integral parts of land administration and these should be coordinated well enough. However, these offices work separately with little coordination among them (Aziz, 2003). At present the responsible ministries and agencies involved for land management and administration work respectively with little coordination among them. Manual and Labour intensive Process The whole process is manual, laborious and timeintensive.Conventional methods of land survey, preparation and upgradation of land records, maintenance of a ll related data for each parcel of land makes land administration and management incomplete and inefficient. Widespread Fake recording Moreover, distortion of land records at various stages (i.e. plot-to-plot survey, preparation of records and drawing of maps through conventional methods, objections, junk / checking works, printing, etc.) hinders land development control and property tax collection.Isolated maintenance of registration kit and boodle and see to it for sending LT notices to the AC (Land) office by the Registration office makes mutation and eventually the upgrading of ROR a lengthy procedure. The lake is located approximently 45 minutes from my brook it has a beautiful view as well as total silence in the winter. The lake water is some of the bluest I have ever seen and the choppiest in the wintertime.I visit the lake in the winter due to the fact that it is not bust with the energy of all the people that come during all the other months. I go to mostly just to get away form the hustle and bustle of work and the city scene. The quietness is very peaceful and soothing to me. It is overnice to just hear the waves hitting th e mountain side that surround the lake shore. I normally dont snag very long, but just stay long enough to know there is still a great place left where I can think and reflect on myself and my thoughts.My cooperate place is long missed, for it is not here anymore. It was going to my great grandparents house. They were wisest people that I have came across in my life, much like people cross-file about in storybooks or fairy tales. I could always go to them and receive wonderful answers and stories behind any question that lurked in my mind. No outcome what the question may have been the answers I was given were always one hundred percent honest. This place was definatly the better of the two As opposite as to going to the lake this place was usually loud as he was a man that talked ver loudly as well. Going to his house was somewhat a administer to me and I always walked away with the feelings I was seeking answers for. This place is missed very greatly, but not lost. It will fo rever be with me in my aggregate as long as I am here.The second place is much better than the first, but seeing how he is no longer here anymore, the first always helps me reflect upon the second.
